Benefits :

With an approved non-WSQ training organisation profile, you will be able to create courses with funding support through SkillsConnect. You can also perform the following:

  1. Create public courses for funding support;
  2. Create in-house courses for funding support;
  3. Edit courses;
  4. Endorse training grants applications; and
  5. Create claims for approved training grants applications.

Process :

There is basically two key processes you need to clear :

1. Apply for approval of your company to be a Non-WSQ Training Provider

2. Submit the course details through the SkillsConnect Portal to get approval and funding request.

Note : The course MUST be crafted as a Vocational course and not an enrichment course.

Important : You will need to get your company’s CorpPass Setup.

Profile Set-Up :

To apply for a non-WSQ training organisation profile in SkillsConnect, login to SkillsConnect is required. To access SkillsConnect,

New entities
New entities (i.e. entities with no existing profile in the SkillsConnect Portal) with registration type ROC/ROB/UENO will first need to register for a CorpPass account to transact in the SkillsConnect Portal. To register for a CorpPass account, please visit www.corppass.gov.sg or call the CorpPass enquiry line at +65 6643 0577. The authorised personnel(s) will use his/ her CorpPass account and password to login to SkillsConnect via http://www.skillsconnect.gov.sg.

Entities with registration type as “Others – None of the above” will login to the SkillsConnect Portal with SingPass.

Existing entities
Existing entities (i.e. entities with an approved training organisation profile in SkillsConnect Portal) would already have access to SkillsConnect via SingPass. (Note: Existing entities with registration type ROB/ROC/UENO are strongly encouraged to register for a CorpPass account to continue transacting in the SkillsConnect Portal after 31 Dec 2017 when SingPass login is terminated.)

When applying for a non-WSQ training organisation profile in SkillsConnect, you are required to:

  1. Be registered in Singapore with the relevant authorities (e.g. ACRA) and be in active operation;
  2. Have the GIRO form endorsed by the Bank;
  3. Prepare the following mandatory supporting documents to be uploaded in pdf format during the application:
    1. Financial statement for the immediate preceding year
    2. List of courses that your organization is conducting this year;
    3. Sample copy of attendance register;
    4. Tax invoice for training conducted;
    5. Proof of training location (e.g. utility bill, rental invoice, etc.);
    6. Proof of training facilities (e.g. photo of training room); and
    7. A copy of course marketing material or course collateral.

Course Submission :

Non-WSQ courses need to meet the following criteria :

 

  1. Have clear learning outcomes which may not necessarily require assessment or lead to certification;
  2. Meant for employment, job development or job upgrading purposes;
  3. Skills and competencies addressed by the course should meet industry skills shortage or manpower demand (i.e. applicants may not be supported if there is an excess supply of manpower/skills in the industry);
  4. Course duration must be at least 7 hours long (excluding assessment and lunch); and
  5. Must not be academic degree courses, i.e. bachelor, master or doctorate degree courses.

 

If you are applying for funding for Certifiable Skills Training, the course must meet all of the following criteria:

 

    1. Must be examinable and have clear learning outcomes;
    2. Meant for employment, job development or upgrading purposes;
    3. Skills and competencies addressed by the course should meet industry skills shortage or manpower demand (i.e. applicants may not be supported if there is an excess supply of manpower/ skills in the industry); and
    4. Must not be academic degree courses, i.e. bachelor, master or doctorate degree courses.

And the course must fulfil one of the following certification criteria:

  1. Lead to a qualification (below degree) awarded by a local post-secondary education institution under Singapore’s education system, such as ITE Nitec or Polytechnic Diploma; or
  2. Be recognised under the regulatory or professional development framework endorsed by a Singapore Government agency for the sector, including mandatory skills-based training stipulated by the relevant Singapore Government agency for the sector.
